RENTRI digital FIR: what proof remains when the system stops?

What changes from 16 September 2026?
The obligation
From 16 September 2026, operators registered with RENTRI use the digital FIR, known as xFIR.
The source
Until 15 September 2026, a transitional phase allowed choosing between the paper and digital form.

The choice between paper and digital form was granted to operators already registered with RENTRI.
From paper to proof
The transition shifts the focus from the physical completion of the document to the digital and traceable proof of the waste handover.

What do the MASE decrees 210 and 254 regulate?
The decrees
Two directorial decrees from the Ministry of the Environment and Energy Security complete the picture: one states how to fill it in, the other what to do when the service is degraded.

Decree 210
Directorial decree 210 is adopted pursuant to article 21 of ministerial decree 59 of 4 April 2023. It incorporates the clarifications of the portal's information sheets and corrects some typos, without substantial changes to the register and form templates.

Directorial decree 254 concerns cases in which one or more functions are limited or not fully operational, without a complete or severe unavailability of the system.

What happens if the service crashes during the handover?

Those who produce or transport waste risk being left without evidence if the network or application suddenly crashes.
The source
From 5 August 2026, the RENTRI FIR Digitale app is only supported on mobile devices with certain operating systems, and the portal invites updating them to avoid operational blocks.
Before moving forward
How many minutes are there to cancel a wrong signature on the digital FIR?
The rollback
MASE has made the digital FIR rollback available: it cancels the electronic signature within 15 minutes of signing, to correct an error. An extension of this interval is being studied.
Note
The rollback serves to correct a signature error, not to reconstruct a handover that occurred while the service was down.
Still open
Micro-interruptions and the separate recording of the start and end of technical stops remain open issues. The Ministry announced further operational guidelines after the discussion table on 3 July 2026.

Filling in data on a screen is not enough: the history of every movement must be reconstructable retrospectively.
